STATEMENT ON CONGRESSIONAL ACTION ON

FEDERAL TRANSPORTATION LEGISLATION

 

New York, NY – August 11, 2005 – Westwood One, along with its subsidiary SmartRoute Systems, applaud Congress and its efforts to complete the reauthorization of the nation’s surface transportation legislation.

 

Westwood One is particularly pleased that the conferees on the bill responded to concerns about the future of the Intelligent Transportation Infrastructure Program. This program was established in 1998 as a pilot program for the Philadelphia and Pittsburgh metropolitan areas in the last reauthorization legislation. Subsequently, in a 2001 Federal Appropriations Act, $50 Million was made available for a national deployment of intelligent transportation systems.

 

The new legislation addresses this anti-competitive situation by sun-setting the current, essentially sole-sourced federal funding situation. The legislation establishes a six-month deadline, for the spending of all of the original $50 Million from 2001. Any uncommitted funds after this deadline must be competitively bid through the Secretary of the U.S. Department of Transportation.

 

“In six months, we will have a level playing field, after nearly five years of federal funding for one company’s benefit.  It is important to note that much of appropriation remains unspent,” said Mr. Pat LaPlatney, Executive Vice-President of Westwood One. Mr. LaPlatney also noted that many metropolitan areas have rejected the “free” federal funds; and that they may now wait to issue bids for traffic management programs make the most sense in their local areas.

 

Westwood One concurs with Senator Orrin Hatch (R-UT): “One large company should not have a monopoly on traffic data collection,” Hatch said. “Commuters should benefit from the innovative solutions coming from small businesses in Utah and in other states, not funnel millions of dollars each year to a company that doesn’t have to compete for the money.”

 

Representative Anthony Weiner (D-NY) adds: “As technology advances, it is crucial that states and localities are given a full array of options to best serve their communities. By opening these services to competitive bidding, we are essentially untying the hands of states and localities. Now, companies will compete to provide the best services at the best price to taxpayers. Drivers, passengers, and all taxpayers win.”
